林誠夏 (Lucien Lin) ，網路暱稱為 “Lucien” 或 “lucien.cc”，知識背景為科技法律，05-16年間任職於中央研究院從事公眾授權模式的研究，14-16年擔任台灣創用CC計畫法律項目主持人。近年的研究成果包括：協助歐洲自由軟體基金會，擔任自由開源軟體法律參考書台灣專章的編撰作者、參與國家發展委員會就「政府資料開放授權條款」第一版本的討論與編撰，並應各界參與者之諮詢，回應與釐清Open Source、Open Data，以及CC授權等智慧財產權及公眾授權應用問題。目前於「群牧開源管理顧問有限公司」與「鈞理知識產權事務所」擔任法制顧問，撥付工作之餘的心力營建國內開源授權知識的分享網絡(Open Source Legal Network, Taiwan)，並於16年8月開始，擔任行政院、考試院、與轄下各二級機關之資料開放諮詢小組委員。

Lucien C.H. Lin, the frequently used internet ID is “Lucien” or “lucien.cc”. Lucien Cheng-hsia Lin（林誠夏）, has been a researcher and promoter from 2005 to 2016 as an academic professional focused in Open Licensing in the project “OpenFoundry” and project “Creative Commons Taiwan” hosted both in Academia Sinica. He is best known for being a coauthor of the International Free and Open Source Software Law Book as the contributor of Taiwan chapter and engaging and participating in the Open Source, Open Data, and Creative Commons Licenses interpretation and clarification among the communities and official agencies in Taiwan. Also he played a consulting role in the Taiwan Open Government Data License version 1.0 both in drafting and finalization and is devoting to build the Taiwan Open Source Legal Network in the position of legal adviser of the “Herding Open Source Management Consultants Ltd.” and “Gemly Int’l Intellectual Property Right Office” for facilitating FOSS licensing knowledge exchangement and FOSS ecosystem established in Taiwan. From August 2016, he is also invited to be one of the consulting members of Open Data Committee in the Executive Yuan, Examination Yuan, and part of the secondary agencies under them.
